NOTICE OF ANTICIPATED VACANCY
The Delaware Academy Central School District at Delhi seeks a highly qualified candidate to fill the following:
Position: Director of Special Education and Student Services (12 month)
Start Date: January 4, 2021
Salary: Competitive based on experience
Qualifications: NYS School District Administrator (SDA) and/or School District Leader (SDL) plus,
• Minimum of five years of experience in the field of special education and/or special programs
• Strong leadership, collaboration, organizational, written and communication skills
• Comprehensive knowledge of federal and NYS laws, regulations, and mandates as they apply to special education services including Part 200 and 201 regulations, Section 504 (ADA), IDEA, and NYS Pathways to Graduation
• CSE and CPSE experience including the development and implementation of IEP’s
• High levels of knowledge of current research, best practices, assessment, professional development and instructional strategies, programming, and models in the field
Responsibilities and Duties:
• Provide instructional leadership in the continuous growth of instructional programs for special education and student services
• Supervise pupil personnel staff including but not limited to special education teachers and aides, related service providers, school psychologist, school counselors and other personnel in collaboration with building principals
• Oversee special education K-12, Response to Intervention (RTI), Academic Intervention Services (AIS), and School Counseling services in collaboration with building principals
• Serve as chairperson for Committees on Special Education, Preschool Special Education (CSE & CPSE), and Section 504 Accommodation Committee; including procedures for initial, re-evaluation, transfer, manifestation determination meetings and discipline for students with disabilities
• Assure quality implementation and delivery of all special education services and accommodations as
recommended by the CSE, CPSE, or Section 504 Committee
• Plan, direct, and coordinate a comprehensive district special education program with consideration for
continuum of services and least restrictive environment based on our student population, including on-going evaluation of existing programs and recommending changes as needed
• Oversee management of and processes for homebound/medically-based instruction in coordination with tutors and/or outside providers
• Assist in recruiting, hiring and retention processes for position vacancies
• Collaboratively lead professional development (PD) for all staff including required annual special education updates and overall PD aligned with district vision, mission, and goals
• Ensure compliance with the district’s Annual Professional Performance Review (APPR) and district performance evaluation requirements for instructional and support staff
•Prepare and manage federal entitlement grants for special education (IDEA - 611/619) in collaboration with the Business Administrator
• Oversee, prepare, and submit annual NYS Performance Indicator reports and program evaluation reports for special education in coordination with the district’s Information Officer
• Oversee processes related to the McKinney-Vento Act
•Submit program variances and approval procedures to and with the State Education Department
• Assist in the preparation of district budget with consideration for departmental expenditures and revenue sources relating to special education and student services needs
• Coordinate Extended School-Year (ESY) programming, transition services, and assistive technology for students with disabilities
• Provide oversight of the identification and implementation for the New York State Alternate
Assessments (NYSAA)
• Act as district liaison with NYSED (Office of Special Education Quality Assurance), BOCES and
outside agencies in the provision of special education services, and the Office of Civil Rights (OCR)
in the provision of accommodations, including participation at regional Special Education Advisory
Council (SEAC) meetings
• Interprets/presents the objectives and programs of special education and student services to the Board of Education, administrative team, and the public community
• Performs other duties as assigned by the Superintendent of Schools
Supervises: Special education teachers, school psychologist, speech therapist, related service providers, school counselors, special education LTA’s and aides, and other related staff in partnership with principals.
